Introduction

The Department of Human Services is responsible for developing and administering programs and activities designed to maintain and improve the quality of human life for those who live, work and visit within the City of Paterson.

The Department operates with 168 employees; and an annual budget in excess of 11 million dollars from City, County, State and Federal sources, program-generated revenues and other sources.

Cesar Lopez - Program Monitor

Purpose
To provide assistance to others in the development of program grant applications to County, State and Federal levels of government, and to provide support for programs operated by or through the Department of Human Resources.

Services
Monitors and evaluates program performance by City agencies in the social service/child care area where the City is grantee under the County State, Federal contracts and where these agencies are made sub-grantees under the City of Paterson Department of Human Services contracts.

  • Provides fiscal management of child care and social service programs funded under the City of Paterson Department of Human Services.
  • Researches various funding guides for possible grants pertaining to human services.
  • Provides assistance in the review of applications when funding is available for day care and social service programs.
  • Reviewes various guides and other materials in collecting information pertaining to human services.

    Purpose
    Plan and administer a comprehensive public health program including without limitation thereto, environmental sanitation, communicable disease control, public health nursing services, child and adult health, health education, laboratory services, drug abuse control, and other services as may be authorized by the charter or ordinance. Administer and enforce the local health ordinances. Plan, direct and administer all insect inspection and rodent control activities of the City.

    Services
    The City of Paterson Division of Health serves residents of Paterson and the contracting communities of Hawthorne, Haledon, North Haledon, Prospect Park, West Paterson and Totowa through the provision of the following health services. The hours of operation of each clinic are from 8:30 am until 4:00 pm unless otherwise stated:

    Multi-Purpose Center - 321-1277 exts. 2740 or 2739

    Well Baby Center - Physicals, screening and immunizations for newborns to five years of age, well children, by appointment.

    Immunization Program - Children four years of age through completion of high school, Tuesday and Thursday 12:30 - 3:00pm, no appointment necessary.

    Podiatry Clinic - Serving Senior Citizens on the 1st and 3rd Wednesday of each month, by appointment only.

    Appointments are necessary. Services include blood pressure and/or total cholesterol measurement and referral, diabetes screening, cardiovascular disease education, pneumonia vaccinations (age 65 and over), influenza (flu) vaccine in the Fall (age 65 and over or chronic illness), hepatitis "B" immunization series to City of Paterson employees who are potentially exposed to blood or other infectious agents as a result of their work assignments.

    Maternal and Child Health Nursing Services - 321-1277 exts. 2711 or 2709
    Upon referral, health teaching and public health nurse follow up are provided to pregnant women before and after the baby's birth and newborn care up to age five.

    Sexually Transmitted Disease "STD" Center - 321-1277 exts. 2719 or 2724
    The Social Hygiene Center provides free services to anyone who wants or needs to be examined for a sexually transmitted disease. Services include diagnosis, treatment and counseling in a confidential setting. Walk-ins and referrals are welcome. Hours are Monday, Tuesday, Thursday and Friday, 11:30 am - 1:00 pm.

    Childhood Lead Poison Control Progam - 321-1277 exts. 2399 or 2799
    Lead Center - Lead Poisoning is a serious disease that can cause anemia, irritability, seizures, learning disabilities, mental retardation, paralysis and coma. All children aged 6 months to 6 years should be screened for lead poisoning. Screening is conducted the 1st and 3rd Wednesdays, monthly - 8:30 am - 10:30 am. Walk-ins and referrals are welcome.

    Tuberculosis "TB" Center - 321-1277 exts. 2780 or 2765
    Monday through Friday - 8:30 am until 4:00 pm - Nurse counseling, medication refill daily.
    Monday and Tuesday - 3:00 pm until 6:00 pm - Evening Clinic - Sputum testing, nurse counseling.
    Tuesday and Friday - 8:30 am until 12:00 noon - Doctor Center (Chest X-ray)
    1st and 3rd Thursdays - 9:00 am - 12:00 noon - Pediatric Clinic
    1st and 3rd Wednesdays - No Doctor's Clinic
    2nd and 4th Wednesdays - Doctor's Clinic

    HIV/AIDS Counseling and Testing - 321-1277 ext. 2732
    Confidential HIV antibody testing and counseling in English and Spanish - free of charge.

    Ryan White Project - 321-1277 exts. 2735 or 2736
    Services for people with HIV/AIDS include food, housing assistance, medical services, support groups, podiatry, massage therapy, transportation and many others. All services are free and confidential.

    Women's Health Center - 321-1277 ext. 2706
    Women's Health Program includes a "PAP" test, pelvic examination, breast examination, and colon-rectal cancer screening. In addition, health education is also offered on other pertinent issues to promote prevention and health maintenance. Referrals for mammographies and other clinics are arranged as required. The Program is held twice a year. Appointments necessary.

    Health Education programs are available to schools, community groups, professional organizations and the general public. Programs are intended to enhance community awareness of health needs, sound health practices, community health resources and Division of Health services.

    Communicable Disease Control - 321-1277 ext. 2706
    This program is responsible for the investigation and monitoring of all communicable diseases, vaccine preventable diseases or potential health hazards under Chapter II of the State Sanitary Code. Appropriate counseling is afforded to the client and data submitted to the New Jersey Dept. of Health and Senior Services as mandated. A peri-natal Hepatitis B Program is also instituted per the New Jersey Dept of Health and Senior Services.

    Vision, hearing, mantoux testing, physical examinations, and scoliosis screening are performed as mandated under Public Law 226.

    Division of Health Laboratories - 321-1277 ext. 2792
    In various laboratories, under the direction of a board certified Pathologist, the Division of Health provides a wide spectrum of tests, screening, as well as diagnostics, to centers, physicians, community health agencies and contracting communities. Environmental testing is also available.

    Birth, Marriage and Death certificates may be obtained through this office for a $10.00 fee, only when these events occur in Paterson. Marriage license applications are available. Please call for additional information and appointments.

    Provides the following inspections:
    Environmental complaints, heat, rodents, etc.
    Retail and wholesale food establishments
    Animal bites
    Homes for lead paint and enforcement of its removal
    Pools
    Licensure of all retail food establishments
    Foodhandler's Course - 321-1277 ext. 2762

    Under local ordinance, all persons who prepare and/or handle food for retail consumption must take the foodhandler's course. Fee is $10.00 for certificate. There is a $10.00 replacement fee.

    Occupational Health complaints are received, investigated and resolved through the cooperation of several agencies.

    Purpose
    In accordance with the Comprehensive AIDS Resource Emergency (CARE) Act of 1990, and as amended in 2000, the federal appropriation is issued as an emergency relief grant for the enhancement and availability of care for individuals and families living with HIV/AIDS.

    Services
    The primary objective of the Program is to rapidly disseminate funds to health care and social service providers throughout the City of Paterson and Counties of Passaic and Bergen for relief of the HIV Spectrum Disease.

    The Ryan White Title I Program administers contractual terms and conditions with funding source and sub-grantees; monitors and evaluates program and fiscal management performance; provides technical assistance and support to the funded health and social health care providers; assists in the identification of needs and unmet needs of people living with HIV/AIDS; assists in the development of a comprehensive service delivery plan.

    The health and social health care services funded are broadly defined as primary medical services, substance abuse counseling and treatment, mental health services, dental care, case management, emergency support (food, housing, legal, etc.), home health and hospice services.

    Aging & Disabled
    Purpose
    Seeks to enhance the quality of life for Older Americans and Individuals with Disabilities who are residents of the City of Paterson. Sensitive professional staff persons as well as two (2) commissioned Advisory Councils (Aging and Disabled) advocate and assist in the full inclusion and fair representation of residents who are sixty years of age or older and residents of any age who have disabilities.

    Case Management, Information and Referral, Advocacy and Outreach, Telephone Reassurance Program, Special Events and Transportation.

    Nutrition Project for the Elderly

    Purpose
    To provide a noon day meal that meets at least one-third of the National Recommended Dietary Allowance (RDA) to Persons sixty years of age and older at six congregate Nutrition Sites throughout the City of Paterson; to operate a non-kosher and a kosher kitchen adhering to all appropriate dietary laws; and to provide programs for the health and well being of senior citizens.

    Services
    Congregate Meals - A place where the elderly enjoy a balanced meal, develop new friendships and receive assistance and vital information about the community resources and benefits.
    Outreach - A continuing effort to locate and identify older persons in need of nutrition and other supportive services.
    Physical - Programs and resources that help the elderly to improve and maintain their good health.
    Education - Information and referral provided to the elderly regarding available resources and benefits.
    Language, Translation and Interpretation - Assistance offered to the elderly who are not fluent in English.
    Socialization and Recreation - Programs and activities that help seniors maintain themselves in the mainstream of life.

    Purpose
    The Youth Services Bureau (YSB) focuses on counseling, community and family involvement to assist youth in their transition into adulthood. Additionally, the Youth Services Bureau has a court ordered alternative to incarceration program (Total Lifestyle and Support Program (TLSP) for juveniles. The program subscribes to the goals and objectives of the Youth Services Bureau, while focusing specifically on the abating of criminal behavior.

    Services
    The Youth Services Bureau provides individual, group, and family counseling, after school tutorial, assisting youth in developing their leadership and decision making skills, and providing alternative recreational and positive socialization activities for Paterson youth, ages 8 to 17. Also provides parenting skill development.

    A major objective is to make families whole by working with both youth and parents.

    The School Based Youth Services Program provides Paterson youngsters, ages 13 to 19, with a comprehensive set of services on a one-stop shopping based at two (2) sites - John F. Kennedy and Eastside High Schools.

    The School Based Youth Services Program offers drop-in centers; one on one and family counseling; teen parenting support/child care; substance abuse counseling; employment and educational counseling and referrals; leadership development; client transportation; tutoring, and social activities.

The Alliance Committee consist of leaders from the educational system, local government, law enforcement agencies, clergy and the business community and is dedicated to developing and increasing educational programs with the issues of alcohol and substance abuse in our City and increasing the awareness of the scope of the problem and its devastating effects.
